When I listen to 'All along The Watchtower' by Jimi Hendrix, I hear a respect for another artists' work that is rare.

'Hendrix' was a huge fan of 'Bob Dylan' and did some great covers of his songs. I particularly love his version of 'Can You Please Crawl Out Your Window', that song was a non-starter for Dylan in my opinion but Jimi took it and again made it his own.
When Dylan performs 'All Along The Watchtower' he usually bases it on the Hendrix version which I suppose is a bit of a tribute.
I also think that Hendrix is so underrated as a lyricist too. Probably doesn't answer your question, They are two of the true geniuses of the 20th century with mutual respect for each others work.

Not at all.
Jimi Hendrix had to be under the influence when he wrote music or played guitar. Even though Bob Dylan is notorious for his pot smoking; he writes his songs about things that actually happened to him. (great example, Bob Dylan's "Blood On The Tracks" album. It was about the breakup with him and his former wife, and if you ever been heartbroken, you can relate to this album.)
