Quadrophenia was their peak. Who By Numbers is their most underrated album ever, along with Who Sell Out. Quadrophenia is masterful, bands strive to make a double album that consistent. Bands strive to make a double album period.



EDIT: im in the league who considers every Who album to have it's redeeming qualities, even Who Are You and It's Hard. Same goes for Pink Floyd, King Crimson and Zappa



EDIT: Cowboy Neal, what about Who's First, All the Best Cowboys Have Chinese Eyes, or Rough Mix with Ronnie Lane. As for best solo album by the Who, I'd say Smash Your Head Against the Wall by John Entwistle.

All the other Who albums are either bad or very overrated. However, Pete Townshend has three very good solo albums as well:

Psychoderelict
